Deputy Chief Constable of Avon and Somerset Police, John Harland, expresses his regret at his staff not following up a report about a possible car bomb in Bristol. The bomb was later detonated, injuring a baby. Harland says he has apologised to the car owner and will do so to the family of the injured child. Male reporter not identified.
