Interview with Chief Secretary to the Treasury Joel Barnett in which he responds to the contents of Chancellor Denis Healey’s 1978 Budget. Although, he says, there can be no quick fixes, this is a responsible budget. He criticises Margaret Thatcher’s implication that she would have made bigger cuts in income tax as irresponsible, and expresses the hope that she is never likely to be Prime Minister.
