Chris Catlin(?) reports from Moscow on a press conference by Soviet Foreign Minister Andrei Gromyko on the breakdown of SALT (Strategic Arms Limitation Talks) in Russia on nuclear disarmament. Gromyko disputes the American version of events and said the disarmament proposals were not acceptable but they are committed to further negotiations.
