Paul Woodley reports from the UN in New York on the southern Iraq no-fly zone, to be enforced by the UK, France and the USA from 3pm today to reduce Saddam Hussein’s human rights violations against Shi-ite muslims of the area. UK ambassador to the UN David Hannay explains why an exclusion zone is necessary following the meeting with Iraqi ambassador Abdul Amir Al Ambari to explain the order-he rejects the order and offers an alternative proposal; US President George H. W. Bush denies the action is politically motivated.
