UK ambassador to the UN David Hannay explains why an exclusion zone is necessary following the meeting with Iraqi ambassador Abdul Amir Al Ambari to explain the order-he rejects the order and offers an alternative proposal; US President George H. W. Bush denies the action is politically motivated.
