Defence Secretary Malcolm Rifkind hopes the exclusion zone set up by the USA, and its allies the UK and France, in Southern Iraq will prove as successful as the one set up in Northern Iraq (in reducing human rights violations by Saddam Hussein against groups of the Iraqi people).
