Peter Russell interviews UK Defence Secretary Malcolm Rifkind about aid for Rwandan refugees following the civil war in the country. Britain is promising to send up to 500 medical and engineering troops to help the relief effort. It follows a visit to the huge camp at Goma in Zaire by the overseas development minister Baroness Chalker (Lynda Chalker).
