Bush finally agreeing to an international plan to set up safe havens for Kurdish refugees in northern Iraq and on his opinions on what should be done with Iraqi President Saddam Hussein. Includes Bush press statement on the safe haven operation saying they won’t intervene in Iraqi internal affairs and end up patrolling Baghdad, and promises troops will return home as soon as possible.
