The USA is building up its military presence in Iraq but President George Bush denies that this is politically motivated, or that the USA is using UN inspectors to deliberately pick a fight. US Defence Secretary, Dick Cheney says that the USA has no influence over UN inspectors. President Bush is trailing in the polls as the Republican convention gets under way in Texas.
