- Paul Rowley interviews Sports Minister, David Mellor about the Government’s decision to allow lower division football clubs to retain standing areas at their stadia. The legislation was introduced in the wake of the publication of the Taylor Report after the Hillsborough Stadium disaster of 1989 in which ninety-five soccer fans died. The relaxation follows pressure from Third and Fourth Division clubs â Second Division clubs with low attendances could also be exempt if they pass strict security guidelines but the terraces will have to be replaced in the new Premier League.
