- The Police Complaints Authority today called on Home Secretary Douglas Hurd to crack down on police officers who close ranks to protect their colleagues who are accused of assault and violence. In his third annual report, PCA Chairman Sir Cecil Clothier says officers must be brought to book for what he calls their shameful silence in the knowledge of disgraceful conduct. Sir Cecil discusses the situation with an unidentified male interviewer.
