- The Independent Broadcasting Authority is considering new penalties for ITV stations to ensure that standards don’t fall in the face of competition from satellite and cable networks. The plan comes in a major new policy statement, entitled Independent Television in the 1990s. IBA Chairman George Thomson, Baron Thomson of Monifieth, says the penalty system would work in the same way as footballers ar e warned by referees. Male interviewer not identified (poss.
