Clayre Gribben interviews UK Environment Secretary Michael Howard at the UN Earth Summit in Rio, Brazil. He’s due to address the summit. He is optimistic for the outcome of the summit and says Britain will sign the biodiversity treaty and comments on the US refusing to sign it. Hopes practical work to implement the agreements will go forward after the summit.
