Contra rebels still refuse to disband until President Daniel Ortega steps down to allow incumbent Patricio Rivas to assume power. Part of the Bush package is 30 million dollars for the Contras to make it easier for the guerrilla fighters to disband and return to their land. Ortega had lunch with US Vice-President Dan Quayle after the inauguration of Chilean President, Patricio Aylwin, and gave assurances democracy will be brought to Nicaragua.
