- Phil Edwards interviews Police Complaints Authority (PCA) deputy chairman Peter Moorhouse. The PCA has announced a nine percent rise in new cases of alleged misconduct by officers, with almost 8000 complaints being handled in 1991. Moorhouse says corruption and abuses of suspects’ rights must be stamped out if public confidence in the force is to be restored.
