- As Bosnian Serbs reject the UN backed Vance-Owen peace plan US President Bill Clinton says in a speech that tougher measures are needed, justifies them and says Secretary of State Warren Christopher will take this message as he continues visits to European allies. The US proposes air strikes and lifiting the arms embargo on Bosnian Muslims, meanwhile the UN has voted for several areas to be turned into safe havens. British UN ambassador Sir David Hannay condemns the Serbian rejection of the plan speaking to the UN Security Council. Paul Woodley reports.
