Scottish Labour MP Dennis Canavan on the defeat of his amendment to the bill to have the result of the devolution referendum in Scotland decided by majority decision. In light of the Commons vote to accept instead a forty percent minimum requirement, calling on the majority of Scottish people to turn out in favour of a Scottish Assembly.
