Washington correspondent Simon Marks reports on the Northern Ireland peace process taking place in Washington, where the Northern Ireland Secretary Sir Patrick Mayhew has controversially told the IRA that it need only hand over some of it’s arms before Sinn Fein can join the peace talks. He made the announcement at a meeting with US Secretary of State Warren Christopher.
