There is confusion in the arms-to-Iraq inquiry after the Attorney General, Sir Nicholas Lyell, told Lord Justice Scott ministers could refuse to sign the Public Interest Immunity Certificate blocking documents in the Matrix Churchill trial before saying that they had a duty to sign them. Attempting to explain this tricky issue are Tory QC Sir Ivan Lawrence MP; Labour QC John Morris MP; and Liberal Democrat Menzies Campbell.
