Britain and Spain refuse to budge on the number of votes required in the European Union to oppose legislation. British Foreign Secretary Douglas Hurd talks at length about the issue referencing the Maastricht Treaty and he denies the matter will delay the entry of Sweden, Finland, Austria and Norway into the EU.
