British Foreign Secretary Douglas Hurd yesterday addressed delegates in Brussels as the Conservative Party begins its campaign for the European elections. In his speech he touches upon the European elections, a new British fraud initiative to be launched by Home Secretary Michael Howard, the Maastricht Treaty and he also warns against federalism.
