- William Waldegrave, minister responsible for open government, has been questioned by the Treasury and Civil Service Select Committee on comments made by cabinet secretary Sir Robin Butler during the Scott inquiry into the arms-to-Iraq affair. Waldegrave has told the inquiry that in exceptional circumstances it is acceptable for an MP to mislead the House of Commons.
