Description

Sir Richard Scott considers whether his task (i.e. conducting the Scott Inquiry into arms sales to Iraq) might have been accomplished by a civil servant or minister. He observes that at the time the inquiry was set up, there were many media allegations of government misdemeanour; the appointment of a civil servant or minister would not, he thinks, have allayed public disquiet.
