Former Irish Foreign Minister, Peter Barry, on the UK Government’s decision not to prosecute those involved in the shoot-to-kill policy in Northern Ireland. He says the ruling will have damaged the Anglo-Irish agreement. He also comments on the Stalker affair, where former police chief, John Stalker, who led the inquiry into shootings of suspected IRA members by the RUC was a victim of a dirty-tricks campaign.
