In her strongest green speech yet, the Prime Minister is warning that she will bring in tough new laws if Britain’s cities are not cleaned up. She was speaking at the launch of a report by the Royal Fine Art Commission which condemns Britain as one of the filthiest, litter-bound countries in Europe. Thatcher says it is up to individuals and businesses as well as councils and governments to tackle the problem.
