Description
Report on rate-capping proposals due for their second reading. It is assumed that the bill will get through due to the Conservative Party’s healthy majority in the House. Some town hall leaders are in favour of rate-capping but a larger proportion is against it. Environment Secretary, Patrick Jenkin expresses regret that the Government is having to do this but says not all local councils are spending in accordance with the Government’s guidelines.
