Foreign Secretary Geoffrey Howe, shortly to visit the Middle East for peace talks, is asked whether the measures imposed against Libyan travel to Britain are really economic sanctions by another name. He says that they have been adopted in a bid to prevent terrorism, and to demonstrate to Libya the importance of a co-operative attitude in relation to anti-terrorism.
