The service review assesses how well each service is performing against the terms of its service licence. The report sets out its conclusions and recommended actions based on public consultation, qualitative audience research, performance analysis, and advice from Audience Councils and interviews with Senior BBC television executives and external stakeholders.

The report focuses on three areas: how well the BBC appeals to different audiences; the quality and impact of the four channels and how the recent programme of cuts has affected the services’ ability to deliver. The recommended actions of the report are that: the BBC should seek to improve its appeals to younger and Black, Asian and ethnic minority (BAME) viewers; to further increase the distinctiveness of what it offers; and to work more collaboratively to meet audience needs efficiently.
