- The purpose of this Green Paper is to foster discussion on how knowledge in science, education and research can best be disseminated in the online environment. The report deals with general issues regarding exceptions to rights introduced in Directive 2001/29/EC on the harmonisation of certain aspects of copyright and related rights in the information society. The second part of the report deals with specific issues about exceptions that are most relevant to the dissemination of knowledge and how, or whether, these should change in the digital age. The paper looks at all the issues, taking into account the perspectives of libraries, publishers, archives, museums, educational establishments and researchers.
