- In this report Ofcom, as required by the Communications Act 2003, reports to the Secretary of State for Culture, Media and Sport on the matter of the renewal of Channel 3 and Channel 5’s broadcast licences which are due to expire on 31 December 2014. The report finds that the Channel 3 and 5 licensees could continue to make a sufficient contribution to the fulfilment of public service purposes, but that the options open to the Secretary of State - to ask Ofcom to auction the licences or extend them pending new communications legislation - remain credible and could offer benefits to citizens and consumers.
