The aim of this Green Paper is to begin a broad, public discussion on the ongoing changes in the audiovisual landscape, characterised by convergence of media services and changes in the way those services are delivered and consumed. The paper considers growth and innovation, identifying possible opportunities for economic growth while ensuring that the values underpinning regulation are maintained. The paper looks at market considerations and the challenges to access posed by Europe’s cultural and linguistic diversity and geographical delimitations imposed by individual countries through geoblocking, for example. The report recommends adopting new business models to suit convergence, such as more co-operation on productions where language barriers are lower. The paper considers these factors in the light of values underpinning regulation, including freedom of expression, media pluralism and the protection of minors and other vulnerable members of society. The report asks respondents to consider what aspects of current Audiovisual Media Services Directive (AVMSD) will be affected by convergence and how AVMSD can best be modified to accommodate these changes.
