Political editor Ed Boyle interviews Labour MP Frank Dobson about Environment Secretary John Gummer’s announcement the government will increase local authority spending next year to £45 billion by raising the council tax capping limit by three percent. On the implications of the announcement and accuses Gummer of lying in saying the government will be providing extra money for education. Also includes Conservative MP Sir Patrick Cormack Commons call for Gummer to make the pro posals more intelligible.
