Interview with Environment Minister, Michael Howard, on likely customer water price rises following privatisation of the industry in 1989. The Government today limited the companies to a maximum average increase of 5 percent above inflation. But at the current inflation rate that could mean a 13 percent increase. The government has also announced a billion-pound grant to help with the programme. Howard says this will mean less of a financial burden for the customer. Male interviewer not identified.
