John Major makes a keynote address to business leaders in London in which he outlines his programme including the Chartermark for outstanding public services, and states the aims of the charter. Shadow Environment Secretary Bryan Gould claims the charter has been a resounding flop, whilst the Liberal Democrat deputy leader Russell Johnston believes it will only work well if the Government supports public services.
