- COI synopsis: The City of Rochester, in Kent, has close associations with the novelist Charles Dickens. To celebrate this fact, over 400 devotees of the author, dressed in Dickensian costumes, descended on the City. Our reporter donned crinoline and poke bonnet to join in the activities.
