The Scottish Broadcasting Commission was established in autumn 2007 by the First Minister of the Scottish Parliament to conduct an independent investigation into the current state of television production and broadcasting in Scotland and define a strategic way forward for the industry, looking particularly at the economic, cultural and democratic importance of broadcasting to a modern, outward looking Scotland and its creative industries. The Commission’s final report was published in September 2008. One of its recommendations was that Scottish Ministers report back annually for the following three years to the Scottish Parliament on their progress in implementing the SBC’s recommendations.
