Discusses the issue of under-reporting of incidents. The messages are reinforced by interviews with, amongst others, Professor Tim Brighouse (Chief Education Officer for Birmingham City Council), Ken Livingstone (a directo of the Scarman Centre for Public Order at Leicester University), and two employees of Birmingham City Education Services who have been victims of violence.
