- Synopsis
- The hard systems method is applied to the process of choosing the optimum light rail system for the area. Choices had to be made on the route, type of system, station designs etc, and to help in the management of this process a group of consultants was brought in by London Transport. Shows how the different objectives of the main client bodies (GLC, LDDC and LT) and the many constraints on the design were confronted particularly by London Transport engineers. A novel type of contract for the system was offered called a ‘design and construct’ contract, and the programme explores the role of monitoring and control in making the contract effective. It also raises the importance of informal management systems.
