- Synopsis
- In 1982 Devon Health Authority closed all its large mental hospitals and replaced them with care in the community, centred in mental health centres in the patient’s locality. This process had been completed in July 1987 when the film was shot. Looks at the alternative arrangements for the care of the mentally ill in one local area, Paignton, and asks how successful this policy has been.
