Synopsis
Documents the bizarre history of scientific attempts to understand the atmospheric layer called the ionosphere and the American military’s plan to master this volatile region with a $58m machine in Alaska to change the way the ionosphere moves. Another project hopes to use it as a giant antenna for radio waves.
