This report, commissioned by the DCMS and prepared by Oliver & Ohlbaum Associates Ltd and Oxera Consulting LLP, aims to provide information for the government on which to base its plan for the BBC when its current charter expires in 2016. It focuses on the scale and scope of the BBC’s public service activities, as well as some of the organisations commercial activities. One of the main conclusions is that the broadcasters commercial rivals could benefit financially if the BBC was to air fewer populist shows on BBC1, Radio 1 and Radio 2 and devote more time to producing programming of ‘greater distinctiveness’.
