Description
This document describes the work of Jisc, Research Libraries UK (RLUK) and the Society for College, National and University Libraries (SCONUL) in developing an ‘open mirror’ to bring together all the open access research outputs in the UK and make them easier to use and reuse. This work takes as its basis the 2003 Berlin Declaration on Open Access (OA): a proposal that research outputs should be openly available, with appropriate attribution, through repositories using established technical standards. The report identifies the major barriers to the creation of an open mirror and recommends steps to make progress.
