- This act transferred the functions of the five pre-commencement broadcasting and telecoms regulators to Ofcom, restructuring licensing and regulation across the converging areas of television, radio, telephony and allocation of the radio spectrum. Amongst other measures, the Act introduced legal recognition of Community Radio services and lifted many restrictions on cross-media ownership.
