- The Education Workstream of the Copyright Licensing Steering Group
(CLSG) was established in line with the recommendations made by
Richard Hooper in the report Copyright Works: streamlining copyright licensing for the digital age. Its objectives are to bring forward proposals for reducing complexity in licensing for educational institutions, both in terms of the process of acquiring the licence and of determining how the licence is applied; consider proposals for developing a one-stop shop or similar appropriate structure for educational institutions requiring licences and to consider other options for improving transparency and rationalising licensing terms for educational institutions.
This report describes the work undertaken and the conclusions reached by the Workstream in respect of each of its terms of reference, and set out the Workstream’s recommendations for action based on these, as well as recognising that some of the complexities in licensing educational establishments arise from factors outside the terms of reference.
