The Film Council was created in 2000 with the aim of developing a sustainable UK film industry and developing a sustainable film culture by improving access to and education about the moving image. The second aim is primarily the responsibility of the British Film Institute and this report concentrates on the Film Council’s funding and oversight of the BFI. The recommendations are that the Film Council should ensure that their objectives and those of the BFI should be fully aligned. Market research should also be undertaken amongst customers and potential customers to why services are not used and what new services are required. There should also be a fundamental review of the purpose of the National Film and Television Archive
